ARGUMENTS
cond - condition variable to wait on.
mutex - locked mutex to protect <cond>.
DESCRIPTION
Waits for a signal on condition variable <cond>. The mutex <mutex>
must be locked by the thread.
MT-Level: Safe.

None.
