TAU_PHASE_CREATE_STATIC(integer phase(2), character name(size));
DESCRIPTION
TAU_PHASE_CREATE_STATIC creates a static phase. Static phases (and
timers) are more efficient than dynamic ones because the function
registration only takes place once.
